Change in temperature changes the state of the water. If the temperature is below 0 degree celsius (the freezing point) the water solidifies into ice and when the temperature is above 100 degree celsius (the boiling point), the water evaporates into gaseous state.

Freezing water turns it to a solid and boiling water turns it to a gas. So the answer would be simple a change of temperature makes water change from one state to another.
