You will consider educational psychology to be the pivot of a teacher education program where the underlying philosophy is that children are empty vessels the teacher must fill with knowledge. Teachers will need to be armed with all the tools required to maintain discipline and interest.

On the other hand, if the underlying philosophy is that children are already programmed to learn what they need when they're ready to learn it and that the teacher's role is one of facilitation, it would be more appropriate to make human development the pivot of the teacher education program.
