In the developing world.  Plenty of people get by on less than a US dollar a day.  They don't' have health care and they suffer from no end of disease, war, famine.  But if you hunt around, you might find somewhere peaceful enough.

One option is to find one of the relatively 'paradise' places in the developing world. Where the weather is good and the disease incidence small.  Like the Cook Islands (Pacific Ocean).  You could look into the poor villages in temperate south America (like very south of Argentina and Chile).

Assuming you're in Britain: Northern England is the best bet for low cost of living.  Parts of northern Scotland, too.

Stay out of the big cities everywhere. They are never cheap to live in.

If you are in the USA, the cheapest places to live are still the old south and midwest.  Nebraska, Missouri, Oklahoma, Arkansas, Alabama, to name but a few.

If you can find a job in Alaska or Nevada they're good bets.  Alaska residents get paid to live there.  Am pretty sure that Nevada charges no income tax, too.
