At approximately 44 hectares(110 acres), and with a population of around 800, Vatican City or officially State of the Vatican City  is the smallest independent state in the world by both population and area. Vatican City is a city-state. It came into existence only in 1929.

I think the answer decades ago was Luxembourg, but the status of the Vatican City has changed.

I may be wrong, but I believe the Vatican has a delegate at the UN.

It's technically the Vatican. But there's this country of the coast of England called Sealand. It's population is rarely above 5 (yes five) and it's built on the platform of a world war 2 gun out at sea. They even issued passports and had a currency (the sealand dollar).
