The difference is an electromagnet can be switched on or off while a magnet is always magnetised

The difference is that a normal magnet's magnetic field cannot be changed but a electromagnet can be changed by the strength

A bar magnet is solid state like the magnets kids play with and are always magnetic
Electro magnets generate magnetic fields when they are running and the magnetic field decays and stops when the electro magnet is turned off. Motor windings generate an electro magnetic field as an example.
