Can you blow up a balloon under water?

I've never tried it so I'm gonna guess and say you can....to a point....I think when the pressure inside the balloon, equals the pressure outside of the balloon....it won't go any further.

I think I may try that sometime but of course. I would need to put on underwater goggles.

I'm not too sure but I know that I can blow bubbles in the pool while my head is above the water.
