How many MPH in-wind speed do you consider "fast" or high/out of control?

I grew up in Florida, and am living there now. I don't get too concerned over a category 1 hurricane. That's a reason for a party. Category 2 and up is when I worry. Unless I am driving a "high profile vehicle", like a SUV or RV. Then 40 mph concerns me. A crosswind can really blow you around.
