It would be a mixture. In order for a substance to be a compound, it must chemically combine with another substance in a chemical reaction. Tea and water do not do this when you make tea, so a cup of tea is a mixture. Additionally, when a chemical reaction happens there are signs of it, such as a change in color, new substances formed, etc.
