That is the Bosphorus or the Dardanelles - both near Istanbul.

It is not actually an isthmus because it is interrupted by the strait of Bosphorus. If there was not a strait bisecting the land then it would be an isthmus, which is a narrow piece of land connecting two larger land masses.
