You can't charge by conduction, but you can charge by induction. Induction is caused by collapsing magnetic fields, that cause perpendicular current flow. This can be done with alternating current or rotating magnets.

You might be thinking of 'capacitance' rather than conduction. This is done by moving two conductive materials close enough together that electrons jump across the gap to form a voltage potential.
