Salt and sugar does effect the boiling time of water. When salt is added it takes more time and when sugar is added it takes a little less time. This is because salt molecules are more weak than sugar molecules. Sugar molecules can lift themselves up a little bit in water on heating whereas it takes more time for water molecules to lift salt molecules up.
