There are plants that live in fresh water ( water weed for example), salt water (sea weed and kelp) and water in between (mangroves etc)! But most plants are land plants. I assume you're asking if land plants will grow best if watered with fresh water or salt water. The answers simple ... Only a few unusual specimens will grow in salty conditions, most will die.
