Since economics is suppose to measure, direct and facilitate development it is critical that a professional of the craft first understands the tithes that he or she has to work with. It is the culture ie. The way people think, the skills, the values of the society, and the character of the individuals which is the chief teir used to promote a healthy economy and so economic behaviour.
The second tier is the resources that exist but if the primary teir cannot use them because of cultural mores then the society cannot examine then as useful to the cause of economic development unless the people change thier attitudes.
