Do All Liquids Freeze At The Same Rate?

By no means. Liquid is just the middle statae of the 3 main states of matter (Solid, Liquid, Gas) and all liquids become gaseous if they are heated to a sufficiently high temperature (Boiling Point) and likewise they will freeze and become solid at their appropriate freezing point.

Elements  which are gases at what we regard as 'normal' temperatures (Oxygen, Hydrogen, Nitrogen etc) will liquify if they are cooled sufficiently.
