The nuclear membrane is selectively permeable, meaning it lets certain things in and keeps others out. The hydrolific (water-loving) heads let in a lot of water, which the hydrophobic (water-fearing) tails push out the water that is not needed. The membrane contains nucleoplasm, and encloses the nucleus.

Hope this helps.
