My grandfather always said never to plant until after the 1st full moon after Memorial Day.So I gues your safe.They take about 45-60 days from seed to mature and bear peppers depending on the type of pepper you get, There are different Jalapenos but you can do the math from when your early frost is wherever you are.

Jalapeno peppers are one of the six groups of pepper, they fall under the category of hot pepper. This category consists of the hotter peppers such as chilies and Tabasco. They are pointed and cone shaped. Hot peppers need a hot climate to grow in. moreover, they need warm soil as well as warm temperature. Hot peppers are sensitive to frost and cold. If you live in a place where the climate is cooler, you can use hoop houses, row covers, plastic mulches etc to keep the place warm enough to grow jalapeno pepper. In the soil, jalapenos need a high amount of nitrogen, phosphorus and potassium.
