Cross bracing and rubber around the bottom of the building. So it sways but dosent break. Flexiblity.

Our Earth's surface consists of three layers; the outermost Crust, middle Mantle, and the innermost Core. There is another layer just beneath the Crust, which is divided into seven large and many small parts, called Plates. These plates sometimes start moving due to the volcanic reactions going on below the Earth's surface. The movement of Plates is one of the few main reasons of Earthquakes. Another reason is Volcanic Activity or Eruption.    There are some regions on Earth, which are very prone to Earthquakes, most of them situated on the fissures between plates. Some of these Earthquake Zones are located in Japan. The damage caused by Earthquakes in these areas can be reduced by taking some precautionary measures. The houses and other buildings, for instance, should be made of wood to reduce the damage caused by Earthquakes.    Very heavy building material should not be used to avoid mush loss of life in case a there is an Earthquake. Helmets and other protective accessories should be added to the uniforms of schools and colleges in these areas. Earthquake drills should be carried out in schools to create awareness.      Earthquakes can not be avoided, nor can there arrival be foretold, but the damage caused by them can be reduced by taking a few precautionary steps, especially in Earthquake Zones i.e. Areas prone to Earthquakes.

This sooooooooo did not help me at all!!! Some of this info may be helpful in other aeras though, just not in my specific question.

It cannot be reduced because it occurs naturally.but its effects can be reduced.

Well meemeex,
I have no idea what their called, but they are put under buildings and along the sides of the lower part so the foundation of the building doesn't move and crack around as much.
