Sure you can harvest them in summer.  Generally you will want to dry them before using, and if you are making tea with them, it's best to seed them before drying.  Here is a link to rose hips on Wikipedia that provides a few ideas for their use.  Enjoy your summer!

You should cut them in the winter and then you must preserve them. After starting of the summer season you can plant them and they would surely grow.
