Tornado's are a product of changing temperature and pressure which occurs rapidly.
The first tornado would have followed the establishment of our planet as we know it today. I'm reasonably certain that it would have predated men and dinosaurs because all living creatures need an atmosphere to live in, and that atmosphere would be a living changing entity in and of itself. So my answer is I don't have a date or time, sorry.

The first tornado could have been in 1643 in northeastern Massachusetts and New Hampshire. But because there was no weather forecast at that time so the possibility isn't so clear. But the first recorded whirl-wind was in Massachusetts at 1680. Many years have passed and many tragic event of tornado have surely marked the Earth. But the recent one which was in Joplin is still a scary sight for all. Many are left homeless, but hopefully there were able to have homeowners insurance or any insurance of sort that could cover such damage in their homes.
