When water vapour(gas) rises in a 'parcel' of air and the expands, cooling. The water vapour then condenses to form what we see as clouds. These tiny water droplets then get spun about in turbulence, collide, and coalesce around hygroscopic particles(dust, pollen, etc.). Eventually they gain enough weight and fall to the earth.
