How Does The Golgi Apparatus Continue The Function Of The Rough ER?

I think golgi apparatus recived information from the DNA by mRNA message , and tell the golgi apparatus what kind of protein which our body need , if golgi apparatus get the right protein from RER , it export it out of the cell ..
